<b><i>About Spark the Next: SG Youth Action Plan</i></b><br />

On 18 May 2019, over a hundred youths from different walks of life came together to envision Singapore in 2025. It also kicked off the series of engagements under the SG Youth Action Plan. Over the last 3 months, we have heard from youths their vision for Singapore, what is missing today and how can we get there. We have seen emerging themes such as environmental sustainability, mental health, inclusiveness, caring for those in need and economic prospects that sparked spirited conversations. We are happy that youths are keen to make a difference in society.<br />
<br />
The SG Youth Action Plan is an extension of the youth Conversations which gathered views from more than 8,000 youths on issues that matter to them last year. From the conversations, many youths have expressed a desire to be involved – be it in defining what success in Singapore should look like, having a say on important policies, or taking action to make a change for social good. We have planned a series of sessions for you to join us and have a say in the future of Singapore!<br />

Why does Singapore need a Blue Plan? (i.e. Why you should care!)</u></h4>
Singapore is a maritime nation, surrounded by coastal waters in all four directions. Our nation's progress depended heavily on the utilisation of these waterways for supporting high-volume shipping of goods and services, as well as providing infrastructure for oil refineries.<br />

Let us not forget that we also share these waterways with a myriad of marine wildlife that call Singapore their home, such as the charismatic <a href="https://www.straitstimes.com/singapore/pod-of-indo-pacific-humpbacked-dolphins-spotted-off-pulau-semakau" target="_blank">dolphins</a>, <a href="https://www.straitstimes.com/singapore/environment/more-sightings-of-critically-endangered-hawksbill-turtles-in-singapore" target="_blank">sea turtles</a>, dugongs, sharks, and rays! Despite being a small country, our marine scientists found <a href="https://www.straitstimes.com/singapore/over-100-new-marine-species-discovered-in-singapore" target="_blank">over 100 new marine species</a> in the five-year long <a href="https://megamarinesurvey.blogspot.com/" target="_blank">Comprehensive Marine Biodiversity Surveys</a>. More spectacularly, the <a href="https://blogs.scientificamerican.com/extinction-countdown/amazing-neptunes-cup-sponge-rediscovered-singapore/" target="_blank">amazing Neptune Cup Sponge was rediscovered in Singapore</a> in 2011 - not just 1, but at least 5 individuals have been located!<br />

Given the intensive usage of our coastal waters for commercial (and military) purposes, the growing blue community hopes to inform our Government on why it matters to develop the marine environment in a sustainable manner that preserves our natural heritage and marine wildlife, while encouraging national development. The Blue Plans represent the vision of the community in Singapore that are presented to the Government. Every version differs as it is tailored to the current and expected usage of our marine environment.<br />

So why (and how) should YOU care? I want to share a personal story. As a young environmentalist growing up in Singapore, I constantly questioned and asked what our Government can do for the environment, and why are they (and developers) removing tracts of forests and reefs to build more infrastructure? My turning point came when I attended the <a href="http://psychedelic-nature.blogspot.com/2009/12/thoughts-after-eas-congress.html" target="_blank">East Asian Seas Congress in 2009</a> as a young delegate representing my country, and that experience has since changed my world's view-point entirely. </div>

In a way, I began to take things into my own hands! :D I decided to empower myself by using my words and voice and knowledge to share why marine conservation matters to you and me. And you know what? People began to listen to me - hahaha! This journey isn't that straight-forward as it took me nearly 10 years later to be taken more seriously. And I want you to know that there will ALWAYS be nay-sayers, but I chose to focus my energy on others who give me that chance.<br />

The report presents a multi-prong approach to tackling the management of marine areas in Singapore through SIX recommendations. Adapting from <a href="https://www.asianscientist.com/2018/12/features/singapore-blueprint-blue-waters/" target="_blank">Dr Zeehan Jaafar's interview with Asian Scientist</a>, here are the six recommendations in brief:<br />

<li>To establish formal management systems for marine environments with legal provisions (such as Environmental Impact Assessments, EIAs), and allow for public participation to promote greater transparency and accountability in environmental governance.</li>
<li>To support and provide sustained funds for research initiatives and long-term monitoring programmes.</li>
<li>To enhance national and international legislation in protecting marine biodiversity and environment.</li>
<li>To improve intra- and inter-agency coordination of a public marine database through a lead agency, supported by scientists and senior government managers, with a broad overview on the management and use of natural marine areas and biodiversity.</li>
<li>To protect the remaining natural marine habitats from unnecessary biodiversity loss.</li>
<li>To include and incorporate topics on natural environment and native biodiversity into school syllabus and promote science communication.</li>

I have been working with the United Nations Environment Programme (UNEP) since the beginning of 2018, aiding in the development of the <a href="https://www.unenvironment.org/news-and-stories/story/asias-youth-give-their-take-regions-environment" target="_blank">GEO for Youth Asia Pacific publication</a>. The <a href="http://unep-iesd.tongji.edu.cn/index.php?classid=169&newsid=2920&t=show" target="_blank">initial meeting</a> was held in Singapore. In mid-2018 in Bangkok (UNEP HQ), I was again invited to be part of the youth authors' team to develop the <a href="https://www.unenvironment.org/events/un-environment-event/first-global-authors-meeting-sixth-global-environment-outlook-geo-6-0" target="_blank">GEO for Youth Global publication</a>. Our goal is to make information accessible to target youth groups, and in the process, engage meaningfully with the youth of today to present their views into these publications. I am very grateful to have been nominated for these processes, and hope to convey effective and useful environmental messages.</div>

<u>Domestic Trade</u>: Domestic trade and sales of ivory products are allowed if traders can prove that the items were imported before 1990's ban OR acquired prior to the inclusion of the relevant elephant species into CITES Appendix I.</div>

For the latter, the <a href="https://cites.org/eng/news/Current_rules_commercial_international_trade_elephant_ivory_under_CITES_Proposals_CITES_CoP17_200716" target="_blank">current rules</a> differ between elephant species and populations. For example, all <a href="https://cites.org/eng/gallery/species/mammal/asianelephant.html" target="_blank">Asian elephant</a> are currently listed under CITES Appendix I (since 1975) that prohibits any commercial trade; while all <a href="https://www.cites.org/eng/gallery/species/mammal/african_elephant.html" target="_blank">African elephant</a>, except populations of Botswana, Namibia, Zimbabwe (Appendix II since 1997) and South Africa (Appendix II since 2000), are currently listed under CITES Appendix I (since 1997).</div>

<u>Premise of AVA's Public Consultation</u>: There has been increasing calls from the global community to close their domestic markets and trade, with major parties such as Hong Kong, China, UK having taken action or announced plans to ban/restrict domestic trade in elephant ivory. In Singapore, the <a href="https://www.straitstimes.com/singapore/parliament-singapore-may-ban-domestic-sale-of-ivory" target="_blank">Government announced in March 2017</a> that AVA is conducting a study on the implementation of a domestic ivory ban.</div>

<u>Why is it important for the Public to support the implementation of a total ban on local elephant ivory sales?</u> </div>

According to <a href="http://www.wwf.sg/?uNewsID=332591" target="_blank">WWF Singapore's investigations</a>, they found over 40 shops selling ivory products and numerous online listings on popular e-commerce and classified platforms. Through their covet operation, traders of physical shops had explained how to smuggle ivory across borders undetected, demonstrating major <i><u>loopholes</u></i> in the law.</div>

An independent survey commissioned by WWF Singapore also found that only 8% of people in Singapore understood the current legislation on ivory, while 50% thought that the trade of elephant ivory is already banned in Singapore.</div>

The brown comes from the corals and mangroves, while the green mostly comes from the seagrasses! Though they may not grow as big or tall as the corals and mangroves, seagrasses are mighty!<br />
<br />
Seagrasses are known as the "<a href="https://www.bbc.com/news/science-environment-37606827" target="_blank">lungs of the sea</a>" due to its ability to produce oxygen through photosynthesis. Distinct from seaweed, these unique marine flowering plants provide shelter and food for a large variety of animals, particularly the green turtle, dugong and species of seahorses. Sadly, seagrasses around the world have been lost because of human activities.<br />
<br />
In Singapore, we have recorded at least 12 species of seagrasses! Three of our largest seagrass meadows are located at Chek Jawa Wetlands, Pulau Semakau, and Cyrene Reef. Similar to the world's seagrasses, our seagrass habitats are being threatened by pollution and climate change. To highlight our seagrasses and its threats, Faiq stepped up to make his first citizen journalism video.<br />

As part of the celebrations for <a href="https://www.iyor2018.org/" target="_blank">International Year of the Reef 2018</a> in Singapore, the community initiative <a href="https://www.facebook.com/CelebratingSingaporeShores/" target="_blank">Celebrating Singapore Shores</a> <a href="https://celebratingsingaporeshores.blogspot.com/p/why-are-internships-being-offered-as.html" target="_blank">hosted young interns</a> to platform their voices and ideas. Faiq joined as an IYOR intern because he wanted to see first-hand our marine natural heritage. In this process, he took up the idea to make a short citizen journalism video about the seagrasses in Singapore.<br />

<i>Before embarking on this project, many including myself are unaware of the rich marine natural heritage that exists in Singapore. With the support and guidance from Ms Ria Tan, our local marine enthusiast, I was able to catch a glimpse of the marine life, document it and make a short film. </i><br />

<i>In the wee hours of the morning, volunteers join Ria Tan (Wild Singapore) on her frequent visits to Singapore's lesser-known offshore islands. Armed with cameras and brimming curiosity, I join these volunteers at Pulau Jong and Beting Bemban Besar reefs as they survey the rich biodiversity of our reefs BETWEEN THE TIDES. I also visited the Reef Ecology Lab at the Department of Biological Sciences (NUS) and got a rare close-up insight at how these efforts have gone on to support local scientific research through the years as well!</i><br />

We had a very clammy trip at Semakau East! The team saw a grand total of FOUR <a href="http://www.wildsingapore.com/wildfacts/mollusca/bivalvia/tridacnidae/squamosa.htm" target="_blank">fluted giant clams</a>, <i>Tridacna squamosa</i>. Ria had even spotted a baby fluted giant clam - a positive sign of natural recruitment to our coral reefs.</div>

On the less bright side, we noticed that the stony corals were mostly not doing so well. Many of the large colonies appeared stress or dead. I came across a 'bright pink' colony of <i>Acropora</i> coral! Why does the coral show up as pink?</div>

I found an article online that talks about "<a href="https://theconversation.com/revealed-why-some-corals-are-more-colourful-than-others-36866" target="_blank">why some corals are more colourful than others</a>". This is probably due to sunscreening pigments that help the corals adapt to environmental stress. The study found that some corals increase the production of colourful protein pigments when they are exposed to more intense sunlight.</div>

The pink and purple proteins act as sunscreens for corals by removing harsh light wavelengths that might otherwise be harmful to the zooxanthellae hosted in their tissues. Hence, these coloured pigments protect the corals against environmental stressors.</div>

We can't be sure what could be the stress that is occurring on our reefs now, but it may be heated seawater, pollution, nutrient enrichment, sedimentation, etc... Hopefully, this colony will recover in due time!</div>

The team sets off to yet another intertidal trip. This time heading south to a submerged patch reef called Terumbu Bemban. The reef is typically hidden underwater, and only exposed during the lowest tides of the month. By the time we landed, the sun started to peek out and shine its rays over us. I like pre-dawn trips as the weather is cooler and breezy, but until the sun comes out - we start to crisp!</div>

Everyone had fantastic sightings that included a coral cat shark, black-tipped reef shark, blue-spotted stingrays, flatworms! The corals at Terumbu Bemban looked really good, with little signs of bleaching.</div>

The <a href="http://www.wildsingapore.com/wildfacts/mollusca/slugs/nudibranchia/tuberculosa.htm" target="_blank">Cauliflower Nudibranch</a> is a magnificent sea slug that can grow up to 15 cm long! At first glance, it is difficult to spot this animal as its body colour and texture resemble the reef substrata. The bumps on its body sometimes resemble rosettes. This species has only been seen in the Southern Islands of Singapore, on reefs or seagrass beds.<br />

I haven't stepped foot on our reefs recently, so I took the opportunity to join the team to survey the intertidal zone of Chek Jawa Wetlands. It is great to see new faces on the trip - the next-generation of young people to oversee these nature areas! :)<br />

Everyone saw really cool animals! From tiny snails, large flatworms, to a pair of seahorses. Check out their FaceBook photos for more insights on the marine life at Chek Jawa. Ria also commented how magnificent Chek Jawa looked as the sponges and soft corals have returned to the shores.<br />

As for me, I was looking around for critters living between the leaves of seagrasses! Lucky me, I spotted a marine critter that I've yet to see before - the Domed Elbow Crab!<br />

This <a href="http://www.wildsingapore.com/wildfacts/crustacea/crab/parthenopidae/fornicata.htm" target="_blank">Domed elbow crab</a> is a member of the <a href="http://www.wildsingapore.com/wildfacts/crustacea/crab/parthenopidae/parthenopidae.htm" target="_blank">elbow crab family</a>. It is quite easy to distinguish them from the typical crabs, with their unusually <a href="http://tidechaser.blogspot.com/2013/07/elbow-crabs-parthenopidae-singapore.html" target="_blank">larger, longer and clunky pincers</a> (also called chela). This species here is particularly strange-looking, with a highly flattened body with long, spindly walking legs.<br />
<br />
This crab is relatively rare in Singapore (only seen in a handful of locations!), and currently listed as 'Endangered' on the Red List of Threatened Species in Singapore. And this little one here is the first record for Chek Jawa - Yippee!<br />

Yes! Singapore has a specific law to protect wildlife: The <a href="https://www.ava.gov.sg/docs/default-source/legislation/wild-animals-and-birds-act/64web_wildanimalsandbirdsact" target="_blank">Wild Animals and Birds Act (WABA)</a> - an act relating to wild animals and birds that was first passed in 1965. In the early days, the Act had only covered birds and later revised to include animals. For those interested, there is a publication that reviews the <a href="https://lkcnhm.nus.edu.sg/app/uploads/2017/04/biodlawsgp.pdf" target="_blank">laws relating to biodiversity in Singapore</a>.</div>

Under this Act, "<i>wild animals and birds</i>" includes all species of animals and birds of a wild nature, but does not include
domestic dogs and cats, horses, cattle, sheep, goats, domestic pigs, poultry and ducks. This is an important definition, as it covers most but not necessarily all wildlife (such as marine life and other invertebrates - those with no backbone).</div>

There was a <a href="http://www.asiaone.com/singapore/mps-plan-private-bill-animal-welfare" target="_blank">previous attempt to submit a private Bill on animal welfare</a> that was led by then MP Yeo Guat Kwang (Ang Mo Kio). MP Louis Ng (Nee Soon) is now taking the lead to <a href="https://www.todayonline.com/singapore/ban-feeding-wild-animals-and-birds-works" target="_blank">propose changes</a> to this old Act through a <a href="https://www.parliament.gov.sg/parliamentary-business/bills-introduced" target="_blank">private member's Bill</a>. </div>

Following up from the <a href="https://www.straitstimes.com/forum/letters-in-print/bottom-up-approach-taken-in-shaping-wildlife-law" target="_blank">first public consultation on 4 May 2018</a>, the team has put up an online poll seeking for public and civil society views on their proposed changes through a survey form. </div>

At the last public consultation, these were the 10 proposed changes:</div>

1. <b>The feeding of wild animals throughout Singapore should be banned.</b> Feeding of wild animals is bad for their well-being and leads to further human-wildlife conflict. Feeding inside nature reserves and parks already banned under the Parks and Trees Act.</div>

2. <b>The release of all wild animals should be regulated.</b> Such release impacts the ecosystem and many animals do not survive. Exceptions may be made for government agencies or organisation such as <a href="http://acres.org.sg/" target="_blank">ACRES</a>.</div>

3. <b>Include provisions for citizen empowerment against offenders.</b> Support enforcement by empowering trained citizens; given them certain enforcement powers.</div>

4. <b>All species of birds should be protected under WABA.</b> Currently, 6 species of birds not protected: House crow, Purple-backed starling, Philippine glossy starling, Common myna, White vented myna, Feral pigeon. Previously seen as pests before but for some species may not be true. Trapping of birds can still can place with permit.</div>

5. <b>Increase penalties to ensure that they serve as adequate deterrents, and tier penalties.</b> Current penalty is a fine of $1000 and the forfeiture of the animals. Proposing tier penalties so that repeat offenders and corporations receive higher penalties.</div>

6. <b>The usage of nets, traps, and such equipment should be regulated.</b> Currently, ground officers can only enforce the law if the offender was caught in the act of "killing, taking or keeping" an animal or bird. Deployment of device could be the offence - person has to prove intent not to deploy. Trapping can continue with license.</div>

7. <b>Organisations involved in trapping wildlife should be regulated and accredited.</b> Mishandling and mismanagement from some pest control companies cause suffering to wildlife. Pet retail industry require training.</div>

8. <b>The Act should go beyond regulation of killing, taking and keeping, and criminalise the harassment of wildlife.</b> An increase in wildlife harassment in the past few years, e.g. excessive use of flash photography, the use of bird limes, decoy birds and playbacks to attract birds. Propose a Code of Conduct for wildlife photography.</div>

9. <b>Amend the Wild Animal Licensing Order to remove current list of species.</b> An archaic law permitting private individuals to keep wildlife as pets (e.g. monkeys, apes, kangaroos, etc...) as long as they obtain a license to do so.</div>

10. <b>Removal of section 10 subsection 2 related to import of wild animals and birds from the region.</b> A law enacted to protect regional species pre-CITES (Convention on International Trade in Endangered Species) --> No longer relevant or appropriate.</div>

The SIBiol Research Trust Fund supports and facilitates research on local topics or questions in biology by SIBiol members. To date, the SIBiol RTF has supported over 30 research projects. Each Research Grant awards up to SGD 5,000 for: (i) an original two year project (renewable for another term, subject to progress assessment), or (ii) funding interns to perform research under an existing grant.</div>

I get this question a lot! It would rank in my top three FAQ over my not-so-long career, apart from 'Why giant clams?!' Well, that's another story for another day! ;)<br />
Given that SO MUCH has happened for the marine science scene in Singapore over the past two years, I feel it is timely to share our research work as a community, and how we intend to strengthen marine science research in Singapore and the region.<br />

Under the leadership of <a href="http://www.science.nus.edu.sg/newshub/1750-prof-peter-ng-appointed-programme-director-for-marine-science-research-and-development-programme" rel="noopener" target="_blank">programme director</a>, Professor Peter Ng, this is the latest effort of the <a href="https://www.nrf.gov.sg/programmes/marine-science-r-d-programme" rel="noopener" target="_blank">Marine Science R&D Programme</a> (MSRDP) office in promoting careers in marine science and to encourage the younger generation to take up studies in marine science in Singapore. The <a href="https://www.nrf.gov.sg/programmes/marine-science-r-d-programme" rel="noopener" target="_blank">National Research Foundation (Singapore)</a> has invested <a href="http://www.straitstimes.com/singapore/environment/new-25m-programme-for-singapore-to-unravel-mysteries-of-the-deep" rel="noopener" target="_blank">$25 million over five years</a> for the MSRDP, which targets to augment local talent development in marine science research through training, internships, collaborative partnerships with agencies and industries.<br />

<a href="http://www.msrdp.sg/announcement" rel="noopener" target="_blank">22 different projects</a> are currently being supported and funded by these grants, as well as the establishment of the <a href="https://www.facebook.com/stjohnsislandmarinelab/" rel="noopener" target="_blank">St. John's Island marine station</a> to a <a href="http://www.channelnewsasia.com/news/singapore/7-marine-research-projects-awarded-under-r-amp-d-programme-7715704" rel="noopener" target="_blank">national research institute</a>, and renamed <a href="http://sjinml.nus.edu.sg/" rel="noopener" target="_blank">St. John's Island National Marine Laboratory</a>. <em>Advice from one marine biologist to an aspiring marine biologist</em></h3>
Don't give up easily. This is likely the MOST cliché and overused phrase, but hey! I walked the path, and I'm still on it because I didn't give up easily. It may sound like a glamorous and amazing job - we had to work hard for everything and at times, bear the harsh forces of weather elements.<br />
<br />
I am blessed and fortunate to have achieved much in my career, and while it is decorated with honours and awards, I had my fair share of challenges, insecurity, and self-doubt. The definition of a marine biologist differs among individuals. For me, it was to become a skilled marine biologist, where I had gone through rigorous training of research skills, fieldwork, statistics, a lot of independent learning and thinking, as well as leadership and management. A fellow marine biologist shared her experience <a href="http://madasamarinebiologist.com/my-journey" rel="noopener" target="_blank">here</a>, and tells of how it wasn't an easy journey for her too.<br />
<br />
However, I knew I had to keep trying if I wanted to succeed. I had to keep trying if my experiments failed. I had to keep trying if my proposals failed. I had to keep trying because I wanted to reach my purpose - to protect this fragile marine ecosystem.<br />

Have faith in what you do, and know that whatever you choose to do - you have, at least, taken the first step towards becoming a marine biologist. Our Singapore Reefs (OSR) held another successful reef clean up event for the YOUTHS yesterday at Lazarus Island. In just 2 hours, 19 youths, a total of 106 kg and 441 pieces of debris were retrieved from our reefs. The event was also kindly sponsored and supported by our friends at the National Youth Council, Friends of Marine Park (NParks), One Degree 15 Marina, and The Submersibles!<br />

Join us at the Biodiversity Youth Forum (BYF) on 12th August 2017! In line with Singapore's Nature Conservation Masterplan (<a href="https://www.nparks.gov.sg/news/2015/6/nature-conservation-masterplan-consolidates-singapores-biodiversity-conservation-efforts">NCMP</a>), and to fulfil our commitments to the Convention on Biological Diversity (<a href="https://www.cbd.int/convention/">CBD</a>), the Biodiversity Roundtable* is launching this youth forum as part of an effort to empower more young leaders to <i><b>Educate</b></i> as well as <b><i>Express</i></b> their stake in biodiversity issues in Singapore.</div>
